SUPERVISORY COST ESTIMATING SPECIALIST at Richland

JOB SUMMARY:

About the Position:
The Walla Walla District US Army Corps of Engineers comprises of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest.  The Districts civil works boundaries generally follow the Snake River drainage basin and includes approximately 107,000 square miles in six states - Washington, Oregon, Idaho, Wyoming, and small parts of Nevada and Utah.  A U.S. Army Corps of Engineers officer commands the Districts professional civilian workforce of more than 800 personnel in engineering, scientist, technician, trade/craft, and administrative support staff positions.  The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.
This position is located in Richland, Washington, 45 miles west of Walla Walla. Richland is part of the Tri-Cities which also includes Pasco and Kennewick, Washington. Climate is relatively mild during the winter with only a few weeks of high temperatures during the summer with low humidity. Serve as Supervisory Cost Estimate Specialist for Walla Walla District Civil Works Cost Engineering and Agency Technical Review Mandatory Center of Expertise (MCX) with Technical Expertise (TCX).
•Personnel Management/Administrative Supervision: Direct and manage the activities of the MCX employees located at DOE Richland office.  Provide instruction and mentoring, educate on policies, establish standards, perform quality assurance checks and prepare/develop reports.
•Technical Management: Manage projects, acquire resources, and manage product development.  Develop estimating and lifecycle baseline guidance.  Develop cost estimates and schedules. Serve on agency technical review (ATR) teams and quality assurance (QA) teams review estimates.  Serve as technical expert in field of specialization within the region.

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: experience in project controls required for the administration of cost reimbursement type contracts to include: developing independent government estimates, performing technical reviews of proposals, review of contractors schedules, and monitoring progress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Ability to lead a team
  • Ability to communicate

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).


Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
