Position Summary
As directed by the Quality Control Manager, and under limited supervision perform technical and administrative functions in support of assigned projects through the efficient and effective enforcement of the Quality Assurance Program and Quality Management System. Ensure company production efforts are in compliance with company and customer directives, requirements and specifications. Provide technical, administrative or interpretive support to Project Managers and the Production Manager pertaining to company or customer requirements and participate in the organizations safety program.Track work progress associated with TGI progression, to include the status of all supporting certification documentation that impacts project milestones. Interact with project and support departments to avert or minimize project roadblocks associated with work certification.Provide input associated with quality production to promote continuous improvement of Task Group Instruction and Job Material List development associated with new and existing product lines in accordance with current company processes. Develop internal processes to promote consistent and efficient work practices.Frequent contact with individuals representing other departments, and/or representing outside organizations is required. Contacts involve obtaining or providing information or data on matters of importance to the assigned project. Frequent travel and overtime may be required. Strong analytical skills required.
Security Clearance
DoD Secret Security Clearance or the ability to obtain secret clearance required.
Duties & Responsibilities
The Quality Controller I (WP) reports directly to the OII-MSD Quality Control Manager (QCM) for the performance of his/her responsibilities, or in the absence of the QCM, an individual designated by the Quality Control Manager or Submarine/Manufacturing Director. Review, close-out, certify and archive all Submarine, Manufacturing and DDS SUBSAFE/SOC and NON-SUBSAFE TGIs. Develop, route and distribute SUBSAFE/SOC and NON-SUBSAFE Certificates of Compliance including all submarine, shop, manufacturing and DDS work. Route for signature to the OII-MSD SSPD, COCs associated with SUBSAFE/SOC/DDS work for review and signature.Review SUBSAFE and SOC TGIs, certify OQE and verify TGI compliance for product quality up to block 20 of the QA-9 prior to submission to the SUBSAFE Program Director for REC and SOC certification.Prepare for, and conduct certification meetings in accordance with applicable processes.Resolve all potential issues with OQE, material, TGIs with minimum impact to the project. Generate CRs and accomplish pen and ink corrections in accordance with OII-MSD processes.Support all OII-MSD product lines for quality compliance as assigned.Manage and distribute Work Progress Spreadsheets.Resolve all AS&E issues associated with Project Management.Conduct random on-site audits, to include shipboard configuration conformance and technically correct work package documentation when assigned.Conduct random on-site Inspector Conformance Surveillances when assigned by the Quality Control Supervisor or Manager.Interact closely with support departments for implementation of all documentation deemed relevant for continuous improvement of future TGIs and JMLs. Documentation includes but is not limited to project lessons learned, TGI feedback forms, TGI close out reviews and approved Condition Reports.Determine quality objectives and measurements for continual improvement that support cost reduction.Develop and maintain internal TGI tracking system during the closeout process.Review of RECs prior to issue (open when site requests).Prepare and route Memorandums of Agreement when assigned by the Quality Control Manager.Review and approve REC and SOC TGIs prior to issue to the project.Maintain and update satellite library and ATIS systems in accordance with OII-MSD processes.
Qualifications
A.S. Mechanical or Electrical Engineering; or Foreman Naval and/or Commercial Shipyard with extensive Apprenticeship Program; or High School/GED with Apprenticeship Diploma and additional mechanical vocational courses; or High School/GED with extensive military training and experience in mechanical and/or electrical systems and quality assurance/control requirements or management/supervisory experience in submarine and/or ship repair. Minimum eight years experience in QA administration across all applicable product lines. Technical knowledge and at-sea operational experience with submarine and/or surface combat weapons systems, launcher systems or other similar Naval or military systems including a working knowledge of U. S. Navy Joint Fleet Maintenance Manual, the Submarine Safety (SUBSAFE) Program as defined by NAVSEA 0924-062-0010, Submarine Safety (SUBSAFE) Requirements Manual, and Deep Submergence Systems (DSS) Program as defined in NAVSEA SS800-AG-MAN-010/P-9290, System Certification Procedures and Criteria Manual for Deep Submergence Systems, Standard itemsand their associated documentation. Fifteen years experience may substitute for the A.S. degree. Excellent communication skills and proficiency in Microsoft Office applications are required.
