Nuclear Engineer at Bremerton

This position is located in the Nuclear Engineering Department, Refueling Engineering Division, Waterfront Operations Support Branch, (Code 2370.1). You will serve as the senior Nuclear Shift Refueling Engineer and you will be providing technical advice, guidance and direction in the development, progress, and coordination of refueling work on nuclear reactor plants aboard naval surface ships, attack and fleet ballistic missile submarines.

As a Nuclear Engineer your duties may include, but are not limited to:

 

·  Leading work teams through the refueling or defueling operation of the reactor plant

·  Coordinating  refueling operations between shipboard and dockside refueling work areas to ensure safe refueling process

·  Reviewing training records to assure required certifications have been obtained prior to reactor plant work is done.

·  Training shipyard employees and work teams on reactor plant safety

·  Resolving problems or issues to prevent reactor plant refueling incidents

The Office of Personnel Management has identified the following Basic Education Requirements for this position:

Successful completion of a professional engineering degree from an ABET-accredited college or university.  OR

Successful completion of a professional engineering degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science of physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics.  OR

Combination of education and experience that is equivalent to a professional engineering degree. Professional Engineering Registration to demonstrate the adequacy of education and experience.  OR

Combination of education and experience that is equivalent to a professional engineering degree. Successfully passed the Engineer-in-Training (EIT) examination, which demonstrates the adequacy of education and experience.  OR

Successful completion of a degree with at least 60 semester hours of courses in physical, mathematical, and engineering sciences, and in professional engineering curriculum (as described in the first response above).  OR

Successful completion of a degree in engineering technology or in an appropriate professional field, (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to meeting the basic entry qualification requirements above, applicants must have specialized experience and/or directly related education as follows:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer providing direction in the refueling of nuclear reactor plants on board naval nuclear vessels. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience may include:

·  Experience coordinating refueling projects across multiple engineering disciplines

·  Experience ensuring safety or reliability of reactor operations

·  Experience reviewing reactor plant operations to ensure compliance with industry standard

Such duties are performed for the purpose of directing reactor plant refueling operations aboard naval surface ships, attack and fleet ballistic missile submarine.

This position has a Selective Placement Factor (Screen out) which will be used to determine minimum qualifications for the positions. Applicants not possessing this Selective Placement Factor will be found ineligible for this position.  The Selective Placement Factor is: Are you a qualified Shift Refueling Engineer in accordance with NAVSEA 0989-018-1000, Manual for the Control of Refueling?

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

The work is partly sedentary, but requires frequent trips aboard ship during performance of duties which involve considerable walking, stooping, bending, crawling and climbing vertical high ladders.

Work is performed partially in an office and primarily aboard ship with the resultant exposure to noise and industrial safety hazards. Shipboard work areas are subject to heat, dust, noise, fumes and radioactivity. The selectee is required to utilize a variety of protective devices such as hard hats, goggles or safety eye glasses, ear protection, safety shoes and anti-contamination clothing, masks and respirators. Periods of uncomfortably warm temperatures may exceed 110 degrees.

The selectee may be assigned to work areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to, fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, the Shipyard maintains personnel protective programs consistent with applicable laws and regulations. These programs may include engineering controls, and medical surveillance. As part of medical surveillance programs, the selectee may be required to take medical examinations to assess his/her medical qualification for duty involving work with these agents.
