About the Position:
Temporary or TERM Position; may be extended up to a maximum of four years. Intermittent/Interagency Career Transition Assistance Plan (ICTAP) eligibles within the commuting area of Kennewick, WA.
Employees occupying these positions will provide emergency support to disaster stricken areas throughout the US. Employees must pass a stringent medical screening and be prepared to live and work in extremely austere conditions. Work schedule will initially be arduous, with much overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location. The duty station for pay purposes for these positions is Kennewick, WA with possible 100% Business Travel in various locations throughout the US.

This position performs a variety of diverse duties, that may include, but are not limited to: setting up and maintaining a morgue to house the remains of those individuals who did not survive the natural disaster/emergency; investigating the best method to handle the remains of any deceased individuals whose final resting place or artifacts may have been disturbed; determining the best method of reforestation for those areas that have been destroyed; determining the best method to establish wildlife habitats that may have been destroyed; determining the value of destroyed crops, facilities, etc. for reimbursement to affected individuals; determining if water has been contaminated and how to restore it to its original state, etc. Conducts engineering and/or physical science investigations of natural disaster and/or emergency projects. Establishes facts and maintains data concerning the natural disaster and/or emergency. Recommendations based on findings are prepared to outline the necessary procedures to follow to restore the area by either using new construction, rehabilitation or improvements to existing structures. Coordinates assigned portions of natural disaster and/or emergency studies with Federal, State and local governments. Works with a variety of individuals to determine the most appropriate methods to accomplish the natural disaster and/or emergency mission, while implementing sound engineering and physical science practices. Prepares a variety of reports by conducting research, field investigations, lab analysis, library research, regarding the natural disaster/emergency.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: knowledge of engineering, biological, and physical science practices and principles sufficient to assist in administering and guiding natural disasters and emergency management activities.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
•Ability to provide procedures to follow in order to restore areas by using new construction, rehabilitation or improvements to existing structures.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

General Natural Resources Management and Biological Sciences Series, 0401
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience -- Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
Professional Engineering Positions, 0800
Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelors degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.
Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
Related curriculum -- Successful completion of a curriculum leading to a bachelors degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
Architecture Series, 0808
Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
General Physical Science Series, 1301
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
